Cause . . . . . : A syntax error was found in the statement. In the parenthesized list of the DECLARE PROGRAM statement, a PD or ZD specification was given with an invalid digits value given.
Recovery . . . : Correct the statement so that the DIGITS value is a whole number from 1 through 31.
