&1- Commitment control routine could not be issued.

Message Long Text :

Cause . . . . . : CSP/AE could not issue the commitment control routine because no commitment control cycle is active.
Recovery . . . : Use the Start Commitment Control (STRCMTCTL) with lock level specified as *CHG or *ALL, or contact the application developer to remove all commitment control logic from the application.
Technical description . . . . . . . . : The application includes a call to routine &1, which issues commitment control. Start commitment control cycle with the STRCMTCTL command in order for routine &1 to be valid.
