Not authorized to call controller &24 on line &23. (C G R)

Cause . . . . . : The network will not allow the use of the telephone number that was called. The user does not have authority to call the controller for one of the following reasons:
-- A member that is not a closed user group (CUG) member tried to call a CUG member.
-- The call tried to register an index for a line that is not in the CUG.
-- The call tried to contact the line of a different user class of service using either an abbreviated number or a full number.
-- The call tried to use a CUG index or abbreviated number that is not correct.
Recovery . . . : Do one or more of the following:
-- Verify the calling authority to the CUG.
-- Verify that the network is operational.
If the problem continues, press F14 to run problem analysis.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel recovery and inform any applications that are waiting for an operation that the recovery has been canceled.
G -- Start the automatic communications recovery again as defined by the communications recovery limit (CMNRCYLMT parameter) of the controller description.
R -- Try the operation one more time.
Technical description . . . . . . . . : The error log identifier is &22.
The error code is &40: The system has received a call progress signal (CPS) 41 from the X.21 network during a calling sequence.
