Call on line &23 failed. Probable local hardware problem. (C N R)

Cause . . . . . : A connection was not established because an automatic dialing operation ended. The network interface associated with the call is &30. The probable causes are:
-- A local hardware problem.
-- The wrong controller was called.
Recovery . . . : Do the following, and then try the request again:
-- Verify that the power to the local modem is turned on.
-- Reset the automatic call unit by turning the power off and then on again.
-- Verify that the switched connection number (CNNNBR parameter) in the line description is correct.
If the problem continues, press F14 to run problem analysis.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel the dial attempt to the X.25 network and all logical calls waiting for the connection. Any applications and subsystems that are waiting for an operation will be informed that the logical call has been canceled.
N -- Cancel the dial operation to the X.25 network using line &23 and attempt to complete the pending logical calls. Depending on the values specified for the switched line list (SWTLINLST) and the switched line selection (SWTLINSLCT) parameters configured in each controller description, the system may choose a different line description to complete the call.
R -- Try the operation one more time when line &23 is available.
Technical description . . . . . . . . : The error log identifier is &22. The error code is &40: Probable network or local hardware problem.
