Call on line &23 failed. Forbidden call. (C N R)

Message Long Text :

Cause . . . . . : The modem has temporarily or permanently forbidden calls to the connection number (CNNNBR parameter) specified in the line description. The modem returns this error when the number of failed call attempts has exceeded the retry limit. This limit is specific to your location and is programmed into the modem.
Recovery . . . : Consult your modem documentation to determine how to clear the forbidden call condition.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel the dial attempt to the X.25 network and all logical calls waiting for the connection. Any applications and subsystems that are waiting for an operation will be informed that the logical call has been canceled.
N -- Cancel the dial operation to the X.25 network using line &23 and attempt to complete the pending logical calls. Depending on values specified for the switched line list (SWTLINLST) and the switched line selection (SWTLINSLCT) parameters configured in each controller description, the system may choose a different line description to complete the call.
R -- Try the operation one more time when line &23 is available.
Technical description . . . . . . . . : The error log identifier is &22.
The error code is &40: V.25bis call failure, forbidden call.
The call failure indication (CFI) received from the modem was &46.
