Line &23 failed. Local configuration problem. (C G R)

Message Long Text :

Cause . . . . . : There are not enough resources to create a minimum environment for the line. It is possible the maximum aggregate line speed was exceeded.
Recovery . . . : Do one or more of the following:
-- Use the Vary Configuration (VRYCFG) command to vary off any line that is not being used on input/output processor (IOP) &26.
-- For the asynchronous (ASC) environment, reduce the maximum data buffers (MAXBUFFER) parameter value on the Change ASC Line Description (CHGLINASC) command.
-- For the binary synchronous communications (BSC) environment, reduce the MAXBUFFER value on the Change BSC Line Description (CHGLINBSC) command.
-- For the synchronous data link control (SDLC) environment, reduce the maximum frame size (MAXFRAME) parameter value, or the maximum number of controllers (MAXCTL) parameter value, or both on the Change SDLC Line Description (CHGLINSDLC) command.
-- For the X.25 environment, reduce the maximum packet size (MAXPKTSIZE) parameter value on the Change X.25 Line Description (CHGLINX25) command.
-- Use the Change System Value (CHGSYSVAL) command to increase the machine pool (QMCHPOOL) system value.
-- Use the Vary Configuration (VRYCFG) command to vary off line &23. Then use the VRYCFG command to vary on line &23 with the reset parameter specified as *YES if allowed.
Reply to the message.
If the problem continues, report the problem (ANZPRB command).
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel recovery and inform any applications that are waiting for an operation that the recovery has been canceled.
G -- Start the automatic communications recovery again as defined by the system communications recovery limit (CMNRCYLMT) for line &23.
R -- Try the operation one more time.
Technical description . . . . . . . . : The error log identifier is &22.
The error code is &40: The data link control (DLC), media access control layer of the system, or the port monitor cannot get storage for resources (such as timers or message note buffers) from the IOP common Licensed Internal Code. This problem may occur for any of the following reasons:
-- The size of the machine pool (QMCHPOOL) system value is not large enough to support all the lines that are varied on.
-- Certain parameters, such as the MAXCTL parameter of the SDLC line description affect the amount of resources used by the IOP.
-- An attempt was made to run a combination of protocols on an IOP that was not valid.
-- DLC program error.
-- The maximum aggregate line speed was exceeded.
