Sequence number not correct.

Message Long Text :

Cause . . . . . : The sequence number of the routing entry with *ANY is less than the sequence number of another routing entry. A routing entry with a compare value of *ANY must have the highest sequence number in the subsystem description.
Recovery . . . : For an add request, change the sequence number and then try the command again. For a change request, reposition the entry by removing the routing entry (RMVRTGE command) and adding it again with the changed sequence number (ADDRTGE command).
