Service processor unable to change IPL attribute.

Message Long Text :

Cause . . . . . : Return code &2 was received from the service processor when changing the &1 IPL attribute. The return code has the following meaning:
X'00AC' - The system has a keylock and the key is not inserted, or the requested key position is not valid on the current system type.
X'00B0' - The keylock is in the *SECURE position.
Recovery . . . : Correct the errors and try the request again.
Technical description . . . . . . . . : VLOG dump identifier &3 has more information about the problem.
