Limited characters and required digit values conflict.

Message Long Text :

Cause . . . . . : Value &1 for system value QPWDLMTCHR conflicts with value &2 for system value QPWDRQDDGT. If a digit is required in passwords and all of the digits are limited characters, then users cannot enter a password that would be valid.
Recovery . . . : Do one of the following:
-- Change the list of limited characters for system value QPWDLMTCHR so that it does not include all of the digits (0-9).
-- Change the system value QPWDRQDDGT so that it does not require a digit in passwords.
