File &1 in library &2 cannot be used as the reference.

Message Long Text :

Cause . . . . . : A file with field level authority may not be used as reference object in the grant operation. File &1 in library &2 has field level authorities associated with it.
Recovery . . . : Specify a different object for the reference parameter or use SQL to remove the authorities for the reference object, then try the request again.
