Device &25 automatic vary on failed.

Message Long Text :

Cause . . . . . : Device &25 is specified to be varied on during initial program load (ONLINE parameter). A failure occurred when attempting to vary on this device during initial program load.
Recovery . . . : Vary on the device after the device failure is corrected. Look at the system arbiter (QSYSARB) job log for possible failure messages (DSPJOBLOG command). For devices under a Network Server Description (NWSD), check the QSYSCOMM1 job log for any additional messages.
