Maximum outstanding frames must be less than modulus.

Message Long Text :

Cause . . . . . : The value specified for the maximum outstanding frames (MAXOUT parameter) must be less than the value specified for the modulus (MODULUS parameter).
Recovery . . . : Change the maximum number of outstanding frames to a value of 1 to 7 for modulus 8. Then try the command again.
