TOSAVF and TODEV(*SAVF) must be used together.

Cause . . . . . : Either the to save file (TOSAVF) parameter or the to device (TODEV) parameter with a value of *SAVF was specified.
Recovery . . . : Either specify *SAVF on the TODEV parameter or remove the TOSAVF parameter. Then try the request again.
