LIB cannot be specified with LNGLIB.

Message Long Text :

Cause . . . . . : The LIB parameter is used for program objects and language objects for the primary National Language Version (NLV). The LNGLIB parameter is used for language objects for the secondary NLV. If you specify a value other than *SAME for a LIB parameter, you must use *SAME for the LNGLIB parameter.
Recovery . . . : Change the value on either the LIB parameter or the LNGLIB parameter to *SAME, and then try the request again.
