Cause . . . . . : The journal state can not be changed when receivers are being attached.
Recovery . . . : Do one of the following and try the request again:
-- Specify the JRNSTATE(*SAME) parameter on the Change Journal (CHGJRN) command.
-- Specify the JRNRCV(*SAME) parameter on the Change Journal (CHGJRN) command.
