API commitment control exit program &1 not called; reason code &10.

Message Long Text :

Cause . . . . . : API commitment control exit program &1 in library &2 for API commitment resource &3 was not called for commitment definition &4 during commitment control recovery of the IPL. The following is a list of reason codes and their meanings:
1 -- The system was unable to use the user profile that registered the API commitment resource. The most common cause for this failure is that the user profile has been deleted (DLTUSRPRF command).
2 -- The system was unable to perform the setup processing necessary to call the API commitment control exit program.
Recovery . . . : A CPD835F message will follow this one in the job log. Use the information in the CPD835F message and this message to determine if a problem exists. Then, take the appropriate action.
Technical description . . . . . . . . : The commitment definition identifier is &5. The activation group number is &6. The lock space id is &11. The lock space associated space id is &12. The XID is &13.
