OBJCLS incorrect for first-level folder.

Cause . . . . . : Document library object (DLO) is a DLO name and folder (FLR) is *NONE (that combination indicates a first-level folder), but object class (OBJCLS) is *DOC.
Recovery . . . : Enter the folder path that contains the document or specify *FLR for object class, then try the command again.
Technical description . . . . . . . . : Documents with user-assigned names exist only in folders. When the folder is *NONE, any DLO name specified must therefore be for a folder. Since the given DLO name implies a first-level folder (a folder not contained in another folder), object class *DOC is not allowed.
