Network interface &1 cannot be varied off.

Message Long Text :

Cause . . . . . : The network interface has an attached line, controller, or device that is not in the proper state to allow the network interface to be varied off.
Recovery . . . : Do one of the following, then try the request again:
-- Change the value specified for the range (RANGE parameter) to *NET. This value will automatically vary off all lines, controllers, and devices attached to the network interface.
-- Use the Vary Configuration (VRYCFG) command to vary off all lines, controllers, and devices attached to the network interface.
