Cannot remove line &1 at this time.

Message Long Text :

Cause . . . . . : The status of line &1 must be 'Unavailable' before it can be removed.
Recovery . . . : To make the line unavailable, type a 9 (Work with status) next to the line name, then type a 2 (Vary off) next to the line name on the Work with Configuration Status display. Then try the remove request again.
Technical description . . . . . . . . : The Delete Line Description (DLTLIND) command failed because the line description was not varied off.
