Time-out occurred during IP over SNA activation.

Recovery . . . : Try activating the IP over SNA protocol stack again. To retry IP over SNA activation, issue the Change Network Attributes (CHGNETA) CL command with the allow AnyNet support (ALWANYNET) parameter set to *NO, and then issue the command again with ALWANYNET set to *YES. If the time-out occurs again, wait for system activity to decrease before retrying IP over SNA activation.
