Message Long Text :

Cause . . . . . : An attempt was made to access the Upgrade Environment, however, the Upgrade Environment could not be found.
Recovery . . . : Use the Set Upgrade Environment (SETUPGENV) command to create the Upgrade Environment, or restore a version of the QUPGRADE library that has the upgrade environment.
