Forced vary off valid only when status is *OFF or *DEALLOCATE.

Message Long Text :

Cause . . . . . : A value cannot be specified for the forced vary off (FRCVRYOFF) parameter unless *OFF or *DEALLOCATE is specified for the status (STATUS) parameter.
Recovery . . . : Remove the value specified for forced vary off or change the status to *OFF or *DEALLOCATE. Then try the request again.
