Local number and SPID entry must be specified.

Message Long Text :

Cause . . . . . : The local number (LCLNBR parameter) can only be specified when the service profile identifer (SPID parameter) is specified.
Recovery . . . : The number of LCLNBR entries must equal the number of SPID entries. For example, if there are two LCLNBR entries then enter two SPID entries. Try the request again.
