End Prestart Jobs command not allowed now.

Cause . . . . . : The End Prestart Jobs (ENDPJ) command is not allowed at this time for reason &4. See reason &4 shown below:
1 - The prestart jobs for program &1 in library &2 in subsystem &3 are not active.
2 - Subsystem &3 is not active.
3 - Subsystem &3 is ending.
4 - Subsystem &3 is in the restricted condition.
Recovery . . . : Verify that the subsystem and program are correct. Then try the request again, if necessary.
