Subsystem &1 cannot allocate device &2.

Message Long Text :

Cause . . . . . : One of the following has happened: either the communications device is not varied on, it is not found, mode &3 is not defined for an APPC device, or an internal object has become damaged. The subsystem will start without the device or mode.
Recovery . . . :
-- If the device description exists and a mode description exists for an APPC device, then vary on the device (VRYCFG command).
-- Attempt to display the device description (DSPDEVD command) to determine if the device exists. For APPC devices you will also need to display the mode description (DSPMODD command) to see if the mode exists. If the device is not found, create the device description (CRTDEVASC, CRTDEVAPPC, CRTDEVBSC, CRTDEVFNC, CRTDEVINTR, CRTDEVRTL, or CRTDEVSNUF command). If the device is an APPC device and the mode is not found, create the mode description (CRTMODD command).
-- To determine if the failure is due to an internal object being damaged, display the QHST log (DSPLOG command) and check for a CPF1276 message. To recover from the internal object being damaged, you will need to power down the system (PWRDWNSYS command) and IPL it again.
