Job not transferred. Job queue &1 in library &2 not active.

Message Long Text :

Cause . . . . . : The job queue is not allocated by an active subsystem.
Recovery . . . : Either start a subsystem that contains a job queue entry for the queue (STRSBS command), change the job queue name or the library name to a known active queue (JOBQ parameter).
