Starting position value larger than length of variable &4.

Message Long Text :

Cause . . . . . : The starting position value is larger than the maximum length of &2 of variable &4 in program &1. The specified starting position exceeds the maximum length of the character string or bit string variable.
Recovery . . . : Specify a valid START parameter value and try the command again.
Technical description . . . . . . . . : If the variable has a maximum string length of zero, then the ADDBKP, ADDTRC, and DSPPGMVAR commands require START(1) and LEN(*DCL), and the CHGPGMVAR command requires START(1) with a null string for the VALUE parameter.
