Cause . . . . . : You must have *JOBCTL special authority to send a message to all users (*ALL) or all active users (*ALLACT).
Recovery . . . : Remove *ALL or *ALLACT from the list of names for sending a message, or see your security officer to get *JOBCTL special authority.
