Not authorized to change authorization list &1.

Message Long Text :

Cause . . . . . : The user who used the command to change the authorization list does not own or does not have *AUTLMGT authority to authorization list &1 or does not have the authorities that are being given or taken away.
-- Without ownership or *AUTLMGT authority the user cannot change the authorization list.
-- Without ownership or *ALLOBJ authority the user cannot grant *AUTLMGT authority.
-- If the user has *AUTLMGT authority, the user must also have any authorities that are being given to the users or taken away from the users on the authorization list.
Recovery . . . : Either have the owner of the authorization list give you *AUTLMGT authority, and the authorities that you are trying to give to or take away from the users on the list, or specify an authorization list that you have *AUTLMGT authority on.
