Cause . . . . . : The number of sign-on attempts not valid for this profile has exceeded the maximum specified by system value QMAXSIGN.
Recovery . . . :
Have the security administrator use the Change User Profile (CHGUSRPRF) command to enable the user profile. Then try the request again.
If you are trying to get a profile handle or a profile token for a disabled user, you must specify *NOPWDCHK for the password and have *ALLOBJ and *SECADM special authorities.
