Cannot send reply to message type other than *INQ or *NOTIFY.

Message Long Text :

Cause . . . . . : You attempted to send a reply to a message which is of a type other than inquiry or notify. If an inquiry handling exit program specified to send a reply to *EXT, the message key was not an inquiry message.
Recovery . . . : Verify the correct message key (MSGKEY) parameter is used for the return key or omit the request. The message key of the message being replied to must be the key returned when a message is received or for an inquiry handling exit program the message key must be the key of an inquiry message.
