Cause . . . . . : You specified a blank message identifier and a length of message text equal to zero.
Recovery . . . : Do one of the following and try the request again:
-- Specify a valid message identifier.
-- Specify an impromptu message in the message text parameter and set the length of message text parameter to the length of that impromptu message.
