Device description &1 created but possibly not usable.

Message Long Text :

Cause . . . . . : The LU services job is not available or an error occurred when it was notified that device &1 was created.
Recovery . . . : If this message occurred when the system was starting, device description &1 will be usable after the system has been started; no recovery is necessary. If this message occurred after the system was started, device description &1 will not function properly. Delete the device description and create it again, or do not use the device until you perform another initial program load (IPL) on the system.
Technical description . . . . . . . . : The QLUS job is either not operational or it did not successfully complete its advanced program-to-program communications (APPC) device start up within the time limit.
