Locally controlled sessions exceed maximum sessions.

Message Long Text :

Cause . . . . . : The maximum number of sessions cannot be less than the number of locally controlled sessions.
Recovery . . . : Either change the number of locally controlled sessions (LCLCTLSSN parameter) or the maximum number of sessions (MAXSSN parameter) and then try the command again.
