To-file &1 in &2 not found or not created.

Message Long Text :

Cause . . . . . : To-file &1 was not found in the specified library &2. If the from-file is a device or spooled inline file, then the file is not created even when *YES is specified on the CRTFILE parameter on the Copy File (CPYF) command.
Recovery . . . : Do one of the following, and then try the request again:
-- On the TOFILE parameter, specify an existing to-file.
-- If the from-file is a physical, logical, or a distributed data management (DDM) file and the to-file library exists, use the CPYF command and specify *YES on the CRTFILE parameter to have the to-file created.
-- If the Copy from Query File (CPYFRMQRYF) command is being used and the to-file library exists, specify *YES on the CRTFILE parameter to have the to-file created.
