DBCS attribute not same as existing file &1 in &2.

Cause . . . . . : When restoring System/36 library members to file &1 in library &2, one of the following occurred:
-- The existing file may contain double-byte character set (DBCS) data but members being restored do not allow DBCS data.
-- The existing file cannot contain DBCS data, but the members being restored do allow DBCS data.
Recovery . . . : Delete the existing file (DLTF command) or restore the members (RSTS36LIBM command) into a library which does not contain a file named &1 or change the IGCDTA parameter value.
