Data dictionary in library &1 not saved.

Message Long Text :

Cause . . . . . : The data dictionary in library &1 was not saved because one or more of the data dictionary files were deleted or destroyed, because one or more of the data dictionary files were allocated to another process, or because the user did not have sufficient authority to all the data dictionary files. Only the complete data dictionary can be saved or restored.
Recovery . . . : See the previous messages. If one or more of the data dictionary files have been deleted or destroyed, follow the data dictionary recovery procedures in the Utility: IDDU Use, SC41-5704. If one or more of the dictionary files were allocated to another process, wait until that process has unlocked the file or files and submit the restore command again. If the user does not have sufficient authority to the data dictionary files, get the necessary authority from either the security officer or the owner of the data dictionary and submit the restore command again.
