Priority required to move job &3/&2/&1 exceeds limit of user &9.

Message Long Text :

Cause . . . . . : The priority limit specified in the user profile for user &9 is &10.
A priority limit of at least &11 is required to move job &3/&2/&1 after job &6/&5/&4 on job queue &7 in library &8. If the user priority limit is equal to the required priority limit, user &9 must own all jobs at that priority or have special job control (*JOBCTL) authority.
Recovery . . . : Do one of the following and try the request again:
-- Obtain a higher priority limit from the security officer.
-- Move the job to a different priority position on the job queue.
