File &1 number &8 cannot be released.

Message Long Text :

Cause . . . . . : Job &5/&4/&3 with detached spooled files was held by a HLDJOB command with SPLFILE(*YES) specified. In order to release file &1 number &8 created on system &12 on &13 using RLSSPLF, you must be authorized to the RLSJOB command and either be the owner of the spooled file or have *JOBCTL special authority.
Recovery . . . : Obtain the necessary authority to the RLSJOB command and the spooled file. Then retry the command.
