The mode is not set at Normal.

Message Long Text :

Cause . . . . . : The mode on the control panel is not set at Normal. The mode must be set at Normal in order to perform an automatic IPL.
Recovery . . . : Do one of the following, then try the request again:
-- Choose a value for the INSTYP parameter that does not require an IPL.
-- Use the control panel to set the mode to Normal. For information on using the control panel, see the book Basic system operations topic collection in the Systems management category in the IBM i Information Center, http://www.ibm.com/systems/i/infocenter/.
-- Use the Change IPL Attributes (CHGIPLA) command and specify *NORMAL on the keylock position (KEYLCKPOS) parameter.
