Distribution cannot be sent.

Message Long Text :

Cause . . . . . : An attempt was made to call the sending sequence completed function, but the sending of the distribution was not fully completed because of an abnormal end. Sending sequence completed cannot be called until a send distribution has been completed.
Recovery . . . : The agent application should recover the distribution by calling the send distribution function, using the same distribution ID and queue entry ID, or remove the distribution by calling the scratch ID function.
