Command &1 in library &2 rejected.

Message Long Text :

Cause . . . . . : An administrator has disabled the &1 command by registering program QSYBLKCMD in library QSYS as an exit program for the QIBM_QCA_RTV_COMMAND exit point for the command.
Recovery . . . : Change the QSECURITY system value to a value lower than 50 and IPL the system. Then try the request again. An alternate recovery method is to use the Work with Registration Info (WRKREGINF) command to find, and then remove QSYBLKCMD as an exit program for the QIBM_QCA_RTV_COMMAND exit point for the &1 command in library &2. Then try the request again.
