Referential constraints could not be validated for member &4.

Message Long Text :

Cause . . . . . : The operation being performed on member &4 file &2 in library &3 failed. Constraint &16 for dependent file &6 in library &7 and parent file &17 in library &18 could not be validated. Record number &8 in member &19 file &20 in library &21 was locked by job &24/&23/&22. If the record number is zero, then file &20 in library &21 is locked by job &24/&23/&22. If the job name is *N, then the job name is not available.
Recovery . . . : Try your request again when the record or file is no longer locked.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- The request is canceled.
I -- The request is ignored.
