The APPN congestion threshold has been reached for the system.

Cause . . . . . : This condition occurs when the number of intermediate sessions passing through the local system reaches 90% of the configured intermediate session maximum. To remove the congestion condition, either reduce the number of intermediate sessions or increase the maximum number of intermediate sessions allowed. In either case, advanced peer-to-peer networking (APPN) considers the local system congested until the number of intermediate sessions drops to 80% of the configured intermediate session maximum.
The local system will pass this information to other APPN nodes, which will use this information when calculating routes.
Recovery . . . : Use the Display Network Attributes (DSPNETA) command to display the current value for the maximum number of intermediate sessions.
To change the maximum number of intermediate sessions, use the Change Network Attributes (CHGNETA) command. For additional information on these commands and the congestion condition, refer to the APPN information in the Networking category in the IBM i Information Center book, http://www.ibm.com/systems/i/infocenter/.
