Device &1 not varied on.

Message Long Text :

Cause . . . . . : Device &1 is not in a valid state for the &2 command.
Recovery . . . : The system may be automatically varying on an advanced program-to-program communications (APPC) device description by specifying yes (*YES) on the advanced peer-to-peer networking (APPN) parameter. If it is, it is possible that the &2 command attempted to use the device description before the system had completed the vary on process. Use the Work with Configuration Status (WRKCFGSTS) command to vary on the device if necessary. Then try the request again.
