SRVPGMLIB must be *SAME when ALWLIBUPD is *NO.

Cause . . . . . : The ALWLIBUPD attribute is *NO, and a library was specified for the SRVPGMLIB parameter. When ALWLIBUPD attribute is *NO, *SAME must be specified for the SRVPGMLIB parameter.
Recovery . . . : Do either of the following, and then issue the update command again:
- Do not specify a library for the SRVPGMLIB parameter on the update request for this program or service program.
- Create the program or service program again, with ALWLIBUPD(*YES) specified.
