Change to category not correct

Message Long Text :

Cause . . . . . : Change Tape Cartridge (CHGTAPCTG) command does not allow a change of category to *INSERT or *EJECT categories on library device &1.
Recovery . . . : To change the tape cartridge to *EJECT category, use the Remove Tape Cartridge (RMVTAPCTG) command. Changing a cartridge to *INSERT category is not allowed.
