DDL transaction prevents journaling operation.

Cause . . . . . : A &3 command was attempted for file &1 in library &2. However, this file is part of an existing Data Definition Language (DDL) commit transaction for job &6/&5/&4, and this file was not created as part of that DDL commit transaction. A &3 command can be performed for a file that is part of an existing DDL commit transaction only when the file has been created as part of that DDL commit transaction.
Recovery . . . : Job &6/&5/&4 is not currently active. Perform one of the following recovery actions:
1 -- Perform an IPL to allow commitment control recovery for job &6/&5/&4. Use the Display Log (DSPLOG) command after the IPL to determine what commitment control recovery was performed during the IPL. A CPI8356 message indicates the beginning of the commitment control recovery for a particular job. Any errors detected during the commitment control recovery will be indicated by messages that immediately follow the CPI8356 message. If the commitment control recovery can be successfully completed for job &6/&5/&4 during the IPL, the &3 command can then be attempted for the file. If the commitment control recovery fails for the job during the IPL, use the Delete File (DLTF) command to delete the file.
2 -- Use the Delete File (DLTF) command to delete the file.
