Starting page value larger than ending page value.

Message Long Text :

Cause . . . . . : The starting page number specified on the PAGERANGE parameter must be less than or equal to the ending page number on the PAGERANGE parameter.
Recovery . . . : Change either the starting page number or the ending page number on the PAGERANGE parameter so that the starting page number is less than or equal to the ending page number. Then try the request again.
