RCLSTG command ended. Library &1 damaged.

Message Long Text :

Cause . . . . . : Cannot use library &1, because it is allocated to a system job.
Recovery . . . : Display the system values (DSPSYSVAL command) to display the user library list in QUSRLIBL. Remove library &1 from the user library list by changing the system value (CHGSYSVAL command) and then reclaim storage (RCLSTG command) again. If library &1 is not on the user library list, power down the system (PWRDWNSYS command) and do an initial program load (IPL) again. Then, reclaim storage (RCLSTG command) again.
